Available as an update or as a complete Visual Studio 2015 Plus Update 1 installation. Note this is needed for Build 10856 (the latest version) of Windows 10 IoT-Core as connectivity fails with the RTM version of Visual Studio 2015. Looks like its not available yet as the free Community Edition on VisualStudio.com.
I can also confirm that this version of Visual Studio can download projects to the latest IoT-Core build (10856). This was a s blocking (and delaying) issue with IoT-Core and VS 2015 Update 1 formal releases as both were slated for full release a week or two ago but were delayed because of this connectivity issue. :)
This release seems to have solved my connectivity to Windows Phone 10 Device issues. Download to it would fail.☺
